Economic Analysis of the Potential of Car-Sharing Services in the Context of Decarbonizing Urban Mobility in France

Abstract
The contribution of road transport to urban pollution is well established. The reliance on private cars, despite their high cost and inefficiency (90% of the time parked), poses major challenges for policymakers aiming to reduce emissions while maintaining the right to mobility. The sharing economy, which is booming thanks to globalization and digital technologies, offers an alternative by promoting temporary access to goods rather than ownership.
In this context, carsharing and carpooling stand out as promising solutions. Carsharing, which allows access to vehicles without owning them, comes in three categories: B2B, B2C, and P2P, and operates through various modes such as loop, direct trace, or without fixed stations. This model provides increased flexibility and reduces users’ ecological footprint. Carsharing can replace multiple personal vehicles, reduce kilometers traveled, and free up parking spaces. It offers environmental, economic, and social benefits, fostering more sustainable mobility. However, it remains marginal in France and Europe, facing economic, profitability, and acceptance challenges.
Therefore, this thesis aims to assess the potential of carsharing in France, identify barriers and success factors, build development scenarios, and propose recommendations to policymakers to stimulate the growth of carsharing.
